Are files on scene.org under a free license such as Creative Commons or Free Art License?

There is no single standard license at the moment, so it depends on the exact work. Certain works are released by artists, groups, others by netlabels. Each of those come usually with their own terms (usually that of simple free distribution) but you have to check out the works individually.

Yes, or at least a reference on their website. If no license is found, assume rights to download and listen but no automatic right to republish.
